Footer Text Font Size

To change the footer text smaller, say 9 pts., You can enter some basic html into the footer block boxes under : 

Stores > Settings > Configuration > Sales > Pdf-Printouts > Common PDF Settings > Page Settings. 

To decrease the font size you can for example use

<p style="font-size:9pt">Footer Text</p>
